At this time, Consumers Union respectfully provides the following suggestions to deliver federal benefit payments in the most protective and appropriate methods to recipients.

We offer the following:

A. Recipients must continue to have the ability to self certify to qualify for a waiver to obtain non-electronic payments;

and

B. The Direct Express card must be improved to best serve recipients who choose to use the card by providing:

a.More than one free ATM cash withdrawal per deposit;
b.Monthly paper statements for no fee, or a lesser fee; and
c.Improve Direct Express’ educational outreach and customer service.
