Where to Complain

  1. OCC: Office of the Comptroller of the Currency regulates national banks and federal branches of foreign banks ("National" or initials "N.A." in the name of the bank). The OCC also accepts most credit card complaints. OCC accepts complaints by fax or mail, and provides a complaint form on its website.

  2. FRB: The Federal Reserve Board regulates Reserve System member banks (except if OCC applies). FRB accepts complaints online, by fax, mail or e-mail

  3. OTS: Office of Thrift Supervision regulates savings associations and federally chartered savings banks ("Federal" or "F.S.B." in the name). OTS accepts complaints by fax or mail. Complaints must be sent to the proper regional office. The OTS website provides mailing addresses and telephone numbers to OTS regional offices.

  4. NCUA: National Credit Union Administration regulates federal credit unions (words "federal credit union" in the name) NCUA accepts complaints by mail, fax or e-mail. Complaints must be sent to the proper regional office.

  5. FDIC: Federal Deposit Insurance Corporation regulates State-chartered banks that are not members of the Federal Reserve System. FDIC accepts complaints online, by fax, telephone, mail or e-mail.
